Springfield, VA, USA. It has already been a week since 11 July 2008 — a date that shall live in infamy — the District of Columbia Office of Human Rights and the Commission on Human Rights suddenly and deliberately attacked the Washingtom, DC Human Rights Act to strip it of some of the most transgender friendly regulations in the United States of America.
 
Upon this battle depends the survival of The DC transgender community which intends, by sea, land, air, and flaming protest, with all of their might and all the drama that God has given them to wage war against this monstrous tyranny, never surpassed in the dark, lamentable catalog of human crime.
 
If they fail, then the whole world, including the United States, including all that they have known and cared for, will sink into the abyss of a new Dark Age made more sinister, and perhaps more protracted, by the lights of perverted middle-wing politics.
 
They will fight in Dupont Circle, they will fight on the Metro line, they will fight the transgender fight in the smokeless karaoke bars with the cute, half naked go-go boys who dance on the side stage, they will fight in the traffic jammed streets and on the beltway, and they will fight at Rehoboth Beach, never shall they surrender until all DC is free.

Subj: [DCTC Announce] URGENT: Human Rights Laws under ATTACK!

URGENT ALERT:

We just discovered that last Friday, July 11th, a sneaky provision to strip some of the most progressive laws from the Human Rights Act entered into the DC Register.

Why are the Office of Human Rights and the Commission on Human Rights trying to REPEAL our Human Rights instead of defending them? This is outrageous!

Contact the DC Office of Human Rights to demand that they uphold our rights, not gut them. Stay tuned for more events and actions as we work to defend our rights.

 
So I googled the DC Office of Human Rights so I could read this outrage myself.
 
The basic document is a rulemaking change that refines a regulation  [N1] that has been in place all the way back to 2006 (see Magna Carta, Bill of Rights, and English Common Law for comparison). The key outrages appear to be:
  • Addition of a subsection that states that nothing in the rule requires the District of Columbia government to classify, house, or provide gender-specific facilities to transgender perps according to their “gender identity or expression” if the transgender perp is incarcerated, institutionalized, or otherwise in the Districts custody.

    It then goes on to state that a District Agency may make “reasonable inquiry” to determine if the transgender perp is actually transgendered.
Horror of horrors! They are going to check whether transgender is the perp’s home port or merely a convenient port of call to dodge a night in the men’s wing of the prison.
 
The outrages continue:
  • Addition of a subsection that states that classification for transgender individuals will be based on, among other things, the safety and security of the transgender individual, the needs of the facility, and the safety and security of the other individuals in the facility to which the transgender person is assigned. No foxes allowed in the hen house, apparently. How dare they!
     
  • Repeal of a subsection that would require commercial activities make all single person restrooms gender neutral and labeled with “Restroom.” [N2]

    Imagine a small restaurant with two bathrooms: one labeled “Women” and one labeled “Men.” The single toilet women’s restroom would be required to be labeled gender neutrally as “Restroom.” The single toilet men’s restroom would most likely also have a wall urinal making it technically a multi-person restroom — it would continue to be labeled “Men” under the repealed subsection.

    Wonder what the rest of the public thought about this transgender human right.

  • Some stuff about allowing modesty dividers in gender-specific (read binary sex specific) facilities where nudity is customary. Obviously this rule refinement is a gross human right violation of the male right to stare at naked female bodies.
I suspect, however that new subsection 806.5 is what the hue and cry is all about. It requires that
  • Identification badges for employees of the District of Columbia government must state the employee’s legal name, as documented by the Department of Human Resources.
     
  • The name affixed on the badge will only be changed after the employee provides proof of a formal name change through a court of competent jurisdiction.
No more false names and identification? Actual proof of legal existence and Identity?
 
Transgender human rights are under ATTACK! The transgender right to be who they want when and where they want is a basic founding dogma of the entire gender spectrum. Why should the DC government care who its employees really are?
 
Transgenders are who they say they are when they say they are and the rest of the world had better get over it (could you cash a check for me?).
 
Oh my.
 
Y’all better get use to being out of y’all’s closets.
 
No more double dipping into the government trough. No more scams. No more shirking of personal responsibility for your actions. No more “you can’t touch me, I’m transgendered!”
 
You gotta be who you gotta be, but, at the end of the day, it had better be really you and not some con artist.

[N1] Chapter 8 of Title 4 of the D. C. Municipal Regulation (DCMR) governing “Gender Identity or Expression.”

[N2] 802.2 All entities covered under the Act with single-occupancy restroom facilities shall use gender-neutral signage for those facilities (for example, by replacing signs that indicate “Men” and “Women” with signs that say “Restroom”).
