			<description>Oh My, this seems to fall in line with &quot;Parkinson's Laws&quot;:
1. The fancier the edifice, the less effective the organisation
2, The amount of work expands to meet the number of people available to perform it
3. One tends to rise to his highest level of incompetence
4. THe importance of one's position is based on the number of people that report to you.

And, there are many others. Incidently, Parkinson based his laws on a study of the British Admiralty; but I'm sure they apply equally well to any governmental department as welll as many private industries.
